LAW T380

Housing Law & Policy (LAW T380) is a course in the undergraduate law program, focusing on rental housing and tenant experiences. The first half of the course examines individual tenants’ rights. The second half introduces the mechanisms and effects of gentrification and examines strategies that communities might use to change law and policy. Dorenbosch will explore this topic with co-instructor Karen Harvey, the founder and Chair of the Philadelphia Rent Control Coalition. Themes include whether rights without meaningful enforcement are really “rights”; the conflict between treating housing as an investment and as a human right; how housing markets are created by racism and profit motive; the limits of lawyers as agents of change; and the mutability of law and policy. Invited activists, advocates, community members, and lawyers serve as guest speakers. Other activities may include a visit to landlord-tenant court, reviewing students’ real-life leases, mapping students’ housing journeys, and simulated lobbying.
